Prior to the opening of the PR-22 dynamic toll lanes in San Juan, I served as Steer Davies Gleave’s project manager for a study to determine a set of initial toll rates to be used before true dynamic pricing takes effect. The project involved developing a forecasting model segmented into five-minute periods throughout the week, then using this model to find the revenue-maximizing toll rate for each period. The model formed the core of a custom software tool we developed to allow the facility’s operator to examine the likely revenue impacts of changes in toll rates and other factors. As project manager, I was responsible for leading the technical work and was the primary liaison between the client and the SDG team.
